The Amendment Tracking System (ATS) was introduced to enable planning authorities to draft, amend and publish planning scheme amendments online. Before planning authorities could draft amendments in ATS, their planning scheme had to be migrated to the ATS digital database.

All 82 Victorian planning schemes were migrated between October 2018 and July 2019 via a monthly rollout of planning scheme amendments. During the migration period, DELWP provided ATS authoring training to more than 300 planning and support officers.

All amendments to planning provisions must now be processed using ATS. DELWP will no longer be providing MS word versions of planning provisions.

Storing planning schemes in ATS will allow planning schemes to be published in HTML. This new web format will be available in 2020 and will significantly improve the usability of online planning schemes.
